Summary of the year ahead

This Business Plan and Budget sets out our plans and resources for the period 1 April 2023 to 31 March 2024.

Our core regulatory activities will be supported by strategic deliverables that provide a clear focus for our work. This includes a readiness to publish our full programme of policy work in response the Gambling Act Review’s white paper. We will launch the initial phases of work designed to improve service level provision and maximise the use of available data at an industry and consumer-level.

This is the final business plan that will be published under our current three-year strategy. Work is underway to develop our next strategy for the year 2024 and beyond.

This year’s business plan details activity against each of our strategic objectives. Our priorities are as follows.

Strategic Objective 1: Protecting children and vulnerable people from being harmed by gambling

In addition to our core regulatory work under this strategic objective, we will:

  • consult on proposed changes to our Licence Conditions and Codes of Practice (LCCP) in connection with the Government’s white paper
  • support industry-led initiatives to enhance player protections, including the solution to the single customer view challenge and harm detection good practice
  • launch the official gambling survey for Great Britain
  • publish evidence gaps and priorities assessment
  • complete the scoping phase for industry data-sharing pilots.

Strategic Objective 2: A fairer market and more informed consumers

In addition to our core regulatory work under this strategic objective, we will:

  • publish initial outputs from the Consumer Voice programme
  • review and, where necessary, update our approach to tackling non–compliance related to fair and transparent terms and practices including the processing of customer withdrawals
  • consult on any proposed changes to our Licence Conditions and Code of Practice (LCCP) in connection Government’s white paper.

Strategic Objective 3: Keeping crime out of gambling

In addition to our core regulatory work under this strategic objective, we will:

  • identify and undertake high impact interventions to disrupt unlicensed operators targeting consumers in Great Britain
  • publish evidence gaps and priorities assessment.

Strategic Objective 4: Optimise returns to the National Lottery

Our strategic focus for this objective is to ensure a seamless and timely transition to the next licence, for the benefit of participants and good causes.

Strategic Objective 5: Improving gambling regulation

In addition to our core regulatory work under this strategic objective, we will:

  • initiate a programme of operational enhancements to our service level provision
  • implement a new corporate system strategy
  • publish a corporate strategy for the year 2024 and beyond
  • launch our Diversity and Inclusion Strategy
  • enhance data services infrastructure
  • develop new rewards framework to incentivise retention and recruitment
  • explore efficiencies and engage with Department for Culture, Media and Sport (DCMS) on future funding arrangements to ensure regulation remains effective.
