What is a settlement?
Following an investigation into a licence holder we may enter into a regulatory settlement. These take place, for example, where the licence holder has been open and transparent with us and has shown a willingness to suggest actions that prevent the need for a more formal sanction.

Details of action
The Commission commenced a section 116 review of 11 entities licensed by the Commission, to operate land-based casino premises (the Licensed Entities). London Clubs Brighton Limited is one of these Licensed Entities, which sits within the Caesars Entertainment UK Limited Group (CEUK).
The regulatory reviews found systemic failings within CEUK’s governance arrangements, resulting in a disconnect between it and the Licensed Entities. There were key failings in processes which were aimed at preventing money laundering (ML) and protecting the vulnerable.
As a result of these findings, CEUK will:
- make a £13 million payment in lieu of financial penalty, which will be directed towards delivering the National Strategy to Reduce Gambling Harms
- attach conditions to its licence
- agree publication of a statement of facts in relation to this case
- pay £115,000 towards the Commission’s costs for investigating the case.
