We published an explanation of:

  • our approach to recovering costs through licence fees
  • our thinking on how the fees structure can be improved
  • the implications of the Gambling (Licensing & Advertising) Act 2014 on our costs, income and therefore on the fees needed to recover those costs.

Fees discussion paper - September 2015

We invited comments from stakeholders on the approaches set out, and welcomed any suggestions or proposals for improvements to the fees structure, in advance of our providing advice to government on amendments to the current fees regulations.

We also held a workshop with the main trade associations on 24 September 2015.

It is split into sections based on the discussion points. Each section:

  • outlines the detail behind each discussion point
  • summarises the responses 
  • explains our position on each issue raised.

The views gathered from this discussion informed our advice to the Department for Culture, Media and Sport for a review of fees.
