Casino guidance update

The Commission has published updated casino guidance (opens in new tab) to reflect previous changes made under The Money Laundering Regulations 2017 (opens in new tab), The Proceeds of Crime Act 2002 (opens in new tab) and the FCA guidance on politically exposed persons (PEPs) (opens in new tab).

In summary, the main updates are:

  • updated guidance on PEPs. Information on this can be found in paragraphs 6.88 and 6.92 of the casino guidance (opens in new tab) and our May 2024 AML update

  • changes to high risk third countries. Further information on this can be found in our May 2024 AML update

  • as of July 2025, the threshold amount for submitting a defence against money laundering (DAML) has increased from £1,000 to £3,000. This change applies only to the casino sector. This update is on page 26 of the guidance (opens in new tab) but further information on this can be found in our July 2024 AML update

  • paragraphs 1.42 and 2.11 of the guidance (opens in new tab) has been updated to reflect that operators should give due consideration to the money laundering risks posed by their business-to-business relationships, including any third parties and white label partners they contract with.
