Frozen Assets Reporting 2025

The Office of Financial Sanctions Implementation (OFSI) is conducting its annual frozen assets review. 

If you hold or control funds or economic resources belonging to, owned, held, or controlled by a designated person you are required to submit a report to OFSI by Sunday 30th November 2025. 

Your report must include details of all funds or economic resources frozen in the UK as well as those overseas where these funds or economic resources are subject to UK financial sanctions legislation. Your report to OFSI should include the value of all such assets as of close of business on Tuesday 30 September 2025. 

Where the funds or economic resources relate to shares, securities, or other debt or payment instruments, the GBP value should be provided in your report.

If you have previously reported information related to frozen assets to OFSI you are still required to submit a return to OFSI as part of the 2025 Frozen Asset Review. This includes where you have submitted a report as part of the 2024 Frozen Asset Review and no longer hold these assets. In such a case, a nil return should be provided.

All returns need to be made in the form of a completed template (opens in new tab) from the GOV.UK website and sent to ofsi@hmtreasury.gov.uk. Please note that the reporting template has been updated since last year.
