Panel minutes for 30 July 2024

Minutes of the Digital Advisory Panel (DAP) meeting

30 July 2024, 11:00 to 12:00.

Virtual meeting via Microsoft Teams.

1. Welcome, apologies and declarations of interest

REDACTED The Interim Head of Advisory Groups welcomed attendees to the meeting and advised he would act as Chair today in the absence of Andy Payne.

There were no new declarations of interest.

2. Minutes of the last meeting

The minutes of the meeting held on 3 May 2024 were approved.

3. Capacity building

The DAP received a progress update on procurement and recruitment since the last meeting.

Recruitment:

  • a senior data engineer has recently joined the data team and has been in place for a month. The data team now comprises a project manager, senior data engineer and 2 data scientists, together with external consultancy support where required
  • the data team is not looking to recruit for new roles imminently, however it would be useful to have input from the DAP to look at the next requirement for specialist skills and where we might look to recruit when the time comes.

The DAP asked questions and made comments:

  • as there is now one data engineer and 2 data scientists on the team, the next round of recruitment ought to focus on people ‘doing’ the data. It is also the plan to bring the data PMO closer to the business looking at the MoSCoW prioritisation approach. The PMO 12 month interim role is soon coming to an end and the position is being readvertised as a permanent role, which will build key relationships with teams going forward
  • increased comms across the Gambling Commission will be key to ensure the data work is not aloof from the business, especially if budgets are tight

The DAP received a progress update on Commission-wide data literacy since the last meeting:

  • ‘the power of data with Pivigo’ Connect session was held this morning, where Pivigo explained how they have helped other organisations use data to solve problems. It was encouraging to see that over 100 Commission colleagues attended and there is a sense of an increase in confidence around the use of data among colleagues
  • there is some learning material on data and the Commission’s Learning Zone (LZ) however, it needs improvement and to provide working examples. It is the aim to gather curated resources on LZ in the form of blogs, articles and YouTube content. It would be useful to bring the learning to life and to include practical examples to better contextualise
  • REDATED asked if DAP members had any suggestions in terms of learning material and the following resources were referred to in the meeting (and DAP members would email REDACTED further links to resources):
  • the work on open banking is progressing well and is reaching the next stage of analysis, unpacking associated gambling spend and harm
  • about 4 months’ worth of data has now been compiled and there is a good body of data trends of consumers using illegal gambling websites. Other routes of illegal gambling are being looked into with other DAP members.
