I am writing to you under the Freedom of Information Act 2000 to request information regarding temporary labour usage in your organisation, including contractors, temporary workers, and freelancers.
Please can you provide me with the following information for the most recent complete fiscal year:
- total number of temporary workers engaged by your organisation, broken down by department or function, if possible
- total annual expenditure on temporary workers, including a breakdown of costs by department or function, if possible
- total number of agency suppliers (Preferred Suppliers and/or Non-Preferred Suppliers) in your organisation’s labour supply chain.
Details of any existing Managed Service Programme or Provider (MSP) and/or Vendor Management System (VMS) used to manage temporary workers:
- name of the MSP and VMS
- date the contract was awarded
- date of contract expiration
- name of the government procurement framework through which the MSP and VMS were procured.
Details of any upcoming retendering or renewal processes related to your MSP and VMS contracts:
- anticipated date for the retendering or renewal process to commence
- name and contact information of the person responsible for overseeing the retendering or renewal process.
Please can you provide the information in the form of an Excel spreadsheet.
If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under the Section 16 obligations of the Act, as to how I can refine my request. If you can identify any ways that my request could be refined, I would be grateful for any further advice and assistance.

We are unable to provide a breakdown of the departments where there was only one temporary worker, as this could potentially identify individual salaries.
The Data Protection Act 2018 requires the processing of personal data to be fair and lawful. It would be disproportionate for us to publicly disclose these details unless there is a strong public interest in doing so. These individuals have a legitimate expectation that their personal details will not be disclosed in the context in which they were held.
On balance, there is no legitimate public interest in disclosing this information and it would not be fair to do so.
This information is therefore exempt under section 40(2) of the Freedom of Information Act 2000.
Total number of agency suppliers (Preferred Suppliers/non-Preferred Suppliers) in your organisation’s labour supply chain.
We don’t have a particular list of suppliers, as we operate off the Crown Commercial Service framework.
The amount of different agency suppliers we have used in the previous financial year is 6.

We conduct our Procurement in accordance with Public Procurement Policy.
Public Procurement Policy states wherever possible we should seek to procure our requirements via Framework Agreements let by Crown Commercial Services.
We use Framework Agreement RM6160 to fulfil our requirements in respect of sourcing Temporary Labour.

Details of any upcoming retendering or renewal processes related to your MSP and VMS contracts:
- anticipated date for the retendering or renewal process to commence
- name and contact information of the person responsible for overseeing the retendering or renewal process.
There are no plans to change this approach unless we are advised otherwise as result of a change in Public Procurement Policy.

Review of the decision
If you are unhappy with the service you have received in relation to your Freedom of Information request you are entitled to an internal review of our decision. Please note, internal review requests should be made within 40 working days of the initial response. Requests made outside this timeframe will not be processed.
