Potential LCCP breach of Bet index

There is an email published 16th September 2019 which refers to a complaint received about a potential LCCP breach of Betindex the complaint appears to be closed on the basis no evidence has been provided.
Given the Sheehan report states there was an LCCP breach please:
- Provide a copy of the complaint in full (redacted where needed)
- Provide reasons why no LCCP was deemed to have occurred at the point of the email
- Confirm what changed from this time to March 2021 resulting in the LCCP breach

Thank you for your request which has been processed under the Freedom of Information Act 2000 (FOIA).
In your email you have stated the following:

Please see the attached information held by the Gambling Commission falling within the scope of part one of your request.
As you recognised in your request, this document has been redacted to remove personal information relating to identifiable individuals. The reasons for this are as follows:
The Data Protection Act 2018 requires the processing of personal data to be fair and lawful. The Commission considers that it would be disproportionate for us to publicly disclose the personal data of certain individuals contained within these documents as there is no strong public interest in doing so. There is no legitimate expectation that the personal information of these individuals will be disclosed in the context in which it is held.
On balance, there is no legitimate public interest in disclosing this information and it would not be fair to do so. This information is therefore exempt under section 40(2) of the Freedom of Information Act 2000.
With regards to parts two and three of your request, the FOIA gives individuals the right to request only recorded information held by public authorities, such as the Gambling Commission. It does not provide an avenue for individuals to gain views or opinions of public authorities or information not held at the time the request is made.
As this is not a request for recorded information, we are unable to process parts two and three of your request in line with FOI legislation.
Review of the decision
If you are unhappy with the service you have received in relation to your Freedom of Information request you are entitled to an internal review of our decision.
