The Gambling Commission can confirm that no information is held in relation to the changes to the classification pre-2007. We can direct you to the Gaming Board, to which all extant records are held by the National Archives. You can search the National Archives catalogue online: Discovery | The National Archives. In relation to the changes to the classification post-2007, section 21 of the FOIA provides that information is exempt where it is reasonably accessible elsewhere. In order to be of assistance, please see the Gaming Machines legislation here: Gaming machines legislation. As the stake and prize limits are set by parliament, the relevant legislation can be found over the year that brought in the limits.
Review of the decision
