When a licence holder has not followed rules and regulations aimed at ensuring gambling is fair, safe and crime-free, we can take action and impose the following sanctions:

  • Give the licensee a warning
  • Add, remove, or amend a condition to the licence
  • Suspend a licence
  • Revoke a licence
  • Impose a financial penalty

Decision date: 23 March 2026

Outcomes: Revoked

Details of action

Following a licence review, the Commission determined to revoke the Personal Functional Licence (“PFL”) of Ms Juliana Velasco (“the Licensee”) under the provisions of section 119 of the Gambling Act 2005 (“the Act”).

The Commission found:

  • the Licensee's actions were inconsistent with the first licensing objective of preventing gambling from being a source of crime or disorder, being associated with crime or disorder, or being used to support crime
  • the Licensee failed to advise the Commission of their subjection to a criminal investigation and subsequent conviction of a relevant offence amounting to a breach of their licence
  • the Licensee is unsuitable to carry on licensed activities
  • the Licensee failed to cooperate with the Commission during the course of the licence review.
