Details of action

Following a section 116 licence review, the Commission determined to revoke the Personal Functional Licence (PFL) of Mr Jack Robert Biddle (the Licensee) under the provisions of section 119 of the Gambling Act 2005 (the Act). The Commission found:

  • the circumstances leading to the investigation into the Licensee’s for allegations of gross misconduct raised serious concerns as to the Licensee’s suitability to hold a licence, specifically their competence and integrity
  • the Licensee failed to inform the Commission of his resignation following the commencement of a disciplinary proceedings by his employer for gross misconduct, which is a breach of his licence and demonstrated a lack of insight or understanding of the seriousness of what happened, the reasons that led up to a problem or the consequences
  • the Licensee failed to cooperate with the review, demonstrating a persistent lack of insight or understanding of the seriousness of the events and review.

For the reasons set out above the Licensee is unsuitable to carry on the licensed activities.
