When a licence holder has not followed rules and regulations aimed at ensuring gambling is fair, safe and crime-free, we can take action and impose the following sanctions:

  • Give the licensee a warning
  • Add, remove, or amend a condition to the licence
  • Suspend a licence
  • Revoke a licence
  • Impose a financial penalty

Decision date: 7 January 2025

Outcomes: Revoked

Details of action

Following a licence review, the Commission determined to revoke the Personal Functional Licence (PFL) of Mr Rokas Svagzdys (the Licensee) under the provisions of section 119 of the Gambling Act 2005 (the Act). The Commission found;

  • the circumstances of the issue leading to the Licensee’s dismissal are inconsistent with the first licensing objective of preventing gambling being a source of crime or disorder, being associated with crime or disorder, or being used to support crime
  • the Licensee failed to advise the Commission of his dismissal for gross misconduct, which is a breach of their licence
  • the Licensee failed to cooperate with the Commission during the course of the licence review.
