18 - Spending authority

18.1 Once the budget has been approved by the sponsor department and subject to any restrictions imposed by statute, the responsible Minister’s instructions, this document, HM Treasury settlement or delegation letters, the Gambling Commission (the Commission) has authority to incur expenditure approved in the budget without further reference to the sponsor department, on the following conditions:

  • the Commission must comply with the delegations set out in the delegation letter. These delegations may not be altered without the prior agreement of the sponsor department and as agreed by HM Treasury and Cabinet Office as appropriate
  • the Commission must comply with Managing Public Money (MPM) regarding novel, contentious or repercussive proposals
  • inclusion of any planned and approved expenditure in the budget shall not remove the need to seek formal departmental approval where any proposed expenditure is outside the delegated limits or is for new schemes not previously agreed
  • the Commission must provide the sponsor department with such information about its operations, performance, individual projects or other expenditure as the sponsor department may reasonably require.
