Introduction

On 5 February 2026 we issued our consultation on amending section 2.39 in the Statement of principles for determining financial penalties (opens in new tab). The consultation ran for 8 weeks until 2 April 2026.

We received 28 responses from the following categories of respondents:

• 11 from people representing a gambling business
• 9 from people representing a charity and/or non-profit organisation
• 2 from people representing a trade association
• 1 from a person responding in a personal capacity who is or who has worked in a gambling business
• 1 from people representing a licencing authority or other regulator
• 2 from members of the public.
