TGP Europe Social Responsibility Failures

As you are aware, TGP Europe was earlier this year fined £316,250 for anti-money laundering (AML) and social responsibility failures related to this white label operations. The offences occurred between April 2020 and August 2022. However, the sites that are currently licensed with TGP are all essentially dead sites. In response to two recent FOI requests that I submitted, you all stated that its white label operators are "not transacting with customers".

As per the Act, I am would like to know how it would be possible for TGP sites to break AML and social responsibility laws, when they cannot transact with customers. Additionally, can you please tell me which white labels worked with TGP in that period and which of these, if any, were able to transact with customers.

In your email you have requested:

In relation to part one of your request, the Gambling Commission can confirm that the licensee, TGP Europe Limited is responsible for offering facilities for gambling. A licensee can enter into an agreement to offer gambling facilities under a white label marketing agreement with third parties. That licensee would be responsible for the gambling activity that is offered.

As such, only a licensee can offer facilities for gambling and therefore would be transacting with consumers directly.

It is a requirement within section 33 of the Gambling Act 2005 (opens in a new tab) that in order to offer facilities for gambling, a licence is required.

Review of the decision
