National Lottery and Scratchcard Games

I am writing to formally request information relating to National Lottery operations in the United Kingdom. Specifically, we seek:
A complete list of authorised lottery resellers/retailers across the United Kingdom, including:
Retailer/reseller name
Location/address
The lottery products they are licensed to sell (e.g., draw-based games, scratchcards, other products).
A list of currently active Scratcher (Scratchcard) games, including:
Game name/title
Game number/code
Launch/start date
End date (or planned closure date, if available).
We would be grateful if you could provide the above information in digital format (Excel or CSV preferred).

Thank you for your request which has been processed under the Freedom of Information Act 2000 (FOIA).
In your email you have requested information relating to National Lottery operations in the United Kingdom. Specifically:
- A complete list of authorised lottery resellers/retailers across the United Kingdom, including:
- Retailer/reseller name

- The lottery products they are licensed to sell (e.g., draw-based games, scratchcards, other products).
- A list of currently active Scratcher (Scratchcard) games, including:
- Game name/title
- Game number/code
- Launch/start date
- End date (or planned closure date, if available).
The Gambling Commission can confirm as follows:
Question 1:
Section 21 of the FOIA provides that information is exempt where it is reasonably accessible elsewhere.
In order to be of assistance, please see the most up to date information held by the Commission regarding National Lottery retailers and their location – National Lottery retailers (Dec 2024). Please note, the database for active retailers that the information has been pulled from is correct as of 30 December 2024.
The Commission can confirm that we do not hold information on the lottery products that individual retailers are licensed to sell under the Fourth Licence.
Question 2:
Please see the attachment containing the most recent information falling within the scope of your request held by the Gambling Commission. Please note, the list of currently active Scratchcard games is correct as of 26 September 2025.
The Commission can confirm that we do not hold information regarding the end date or planned closure date of Scratchcard games.
Review of the decision
If you are unhappy with the service you have received in relation to your Freedom of Information request you are entitled to an internal review of our decision. You should write to FOI Team, Gambling Commission, 4th floor, Victoria Square House, Victoria Square, Birmingham, B2 4BP or by reply to this email.
Please note, internal review requests should be made within 40 working days of the initial response. Requests made outside this timeframe will not be processed.
If you are not content with the outcome of our review, you may then apply directly to the Information Commissioner (ICO) for a decision. Generally, the ICO cannot make a decision unless you have already exhausted the review procedure provided by the Gambling Commission.
It should be noted that if you wish to raise a complaint with the ICO about the Commission’s handling of your request for information, then you are required to do so within six weeks of receiving your final response or last substantive contact with us.
