Sue Young

Sue joined the Gambling Commission in March 2026 and is responsible for our Operations function, this includes Licensing, Compliance, and Enforcement areas.

She is a senior UK public service leader whose career spans HMRC, the Home Office, DHSC, Border Force and the inspectorate system.

Most recently she was HMRC Director of Debt Management where she led around 6,000 colleagues and a major commercial partner within a £280 million budget, created the UK’s first Tax Debt Strategy, and delivered the first reduction in the national tax debt balance in over a decade - resolving around £100 billion of debt each year.

Prior to HMRC, Sue worked at the Home Office and held roles as the COVID-19 Director, Vulnerability Director and Interim Portfolio Director for the Illegal Migration Strategy.
