Proposed form of the Fourth National Lottery Licence - February 2024

In September 2022, the Gambling Commission formally awarded the fourth National Lottery licence to Allwyn Entertainment UK (“Allwyn”).

This followed the decisions by Camelot and IGT to withdraw their respective appeals against the lifting of the suspension on the competition, which in turn enabled the Commission to enter into the Enabling Agreement with Allwyn. The trial of the substantive claims, made by Camelot and others, will take place in January 2023.

Having formalised the award, and entered a period of transition, the Commission is now able to publish the Proposed Form of the Fourth Licence; the document against which applicants to the competition based their formal submissions. The licence is designed to support innovation and maximise returns to good causes, while protecting the unique status of the National Lottery.

When viewing the document, it is important to note that:

  • this version of the licence was issued to applicants in 2021 – while the competition was still active – and is what applicants based their application upon
  • as a result, this document should not be regarded as the final licence that Allwyn has committed to deliver.

A version of the Licence will be made available shortly before the start of the Fourth Licence period.

We remain confident that Allwyn, and the key changes for the fourth licence, will maximise returns to good causes, promote innovation, deliver against our statutory duties, and ultimately protect the unique status of the National Lottery.
