I’m looking for a list of all job titles / roles at the GC and their salary (I’m happy for the salary to be within an appropriate range / banding in accordance with ICO guidance).
Thank you for your request which has been processed under the Freedom of Information Act 2000 (FOIA).
As requested, please see the attached list of job titles, grades and Gambling Commission pay ranges.
Within the list of job titles and grades there are several job titles which are classified as grade 16 and one classified as grade 17. These roles sit outside of our formal pay structure (which is capped at grade 15).
These roles do not sit within a ‘pay range’. As such we are unable to provide a further salary information for these individual roles.
The Data Protection Act 2018 requires the processing of personal data to be fair and lawful. It would be disproportionate for us to publicly disclose these details unless there is a strong public interest in doing so. These individuals have a legitimate expectation that their personal details will not be disclosed in the context in which they were held.
On balance, there is no legitimate public interest in disclosing this information and it would not be fair to do so.
If you are unhappy with the service you have received in relation to your Freedom of Information request you are entitled to an internal review of our decision. You should write to FOI Team, Gambling Commission, 4th floor, Victoria Square House, Victoria Square, Birmingham, B2 4BP or by reply to this email.
Please note, internal review requests should be made within 40 working days of the initial response. Requests made outside this timeframe will not be processed.
If you are not content with the outcome of our review, you may then apply directly to the Information Commissioner (ICO) for a decision. Generally, the ICO cannot make a decision unless you have already exhausted the review procedure provided by the Gambling Commission.
The ICO can be contacted at: The Information Commissioner’s Office (opens in a new tab), Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.

Could I have an internal review please. There is a significant public interest in knowing what the most highly paid individuals earn (within an appropriate band). Isn’t some of this information already published? Annual Report and Accounts 2020 to 2021
I am writing to you, further to your Freedom of Information request dated 16/01/2023, which we responded to on 28/02/2023, and your subsequent request for an internal review received on 03/03/2023. We have now concluded our review and our findings are detailed below. This internal review was conducted by someone who was not involved in the processing of your original request.
Internal Review
In your original enquiry you requested a list of job titles, grades and Gambling Commission pay ranges.
In our original response we provided a complete list of job titles and grades. We also provided a document containing Gambling Commission pay ranges up to that of a ‘grade 15’.
We advised that within the list of job titles and grades there are several job titles which are classified as grade 16 and one classified as grade 17. These roles sit outside of our formal pay structure (which is capped at grade 15). As these roles do not sit within a ‘pay range’ we were unable to provide further salary information for these individual roles and therefore, it was our view, that this information was exempt under section 40(2) – Personal Information of the Freedom of Information Act.
After reviewing your request and our response, I can confirm that the salary bands of the Commission’s Executive Directors (grade 16) and the CEO (grade 17) are available on our website:
Remuneration report - Remuneration (including salary) - Gambling Commission
As such, I overturn our original decision to exempt this information under S40, however S21 – Information accessible by other means does apply to this information as this information is available on our website.
