Hi your website states "A list of licensed ELMs is available on the Commission's website." - I cannot find where this list is, can you advise please?

It is not hyperlinked as far as I can see from the page (I am looking at https://www.gamblingcommission.gov.uk/licensees-and-businesses/guide/page/external-lottery-managers-elms)

I have called and spoken with one your staff who suggested that the easiest way for me to get a list of ELMs would be via a FOI request.

Thank you for your request which has been processed under the Freedom of Information Act 2000 (FOIA).

In your email you have requested a list of licensed ELMs.

An External Lottery Manager (ELM) makes arrangements for a lottery on behalf of a society or local authority but is not a member, officer or employee of the society or local authority.

An ELM must hold a lottery manager operating licence before they can promote a society or local authority lottery. The ELM (and the relevant society or local authority) will also need to hold a remote gambling licence if they intend to sell tickets by means of remote communication (eg internet, telephone).

Section 21 of the FOIA provides that information is exempt where it is reasonably accessible elsewhere.

Details of all operators licensed by the Gambling Commission can be downloaded from our website here:

From there, you should be able to filter to ELMs.

Review of the decision

If you are unhappy with the service you have received in relation to your Freedom of Information request you are entitled to an internal review of our decision.
