Proposed amendments to LCCP for all operators in relation to the prevention of crime associated with gambling

Consultation start date: 30 September 2015

Consultation end date: 30 December 2015

Consultation

We consulted on proposed amendments to our Licence conditions and codes of practice (LCCP) in relation to the prevention of crime associated with gambling.

The changes we proposed were based on our ten years of experience of how crime links to gambling in Great Britain and on evidence from our casework. We also took the opportunity to consult on an update to our guidance for remote and non-remote casinos Prevention of money laundering and combating the financing of terrorism.

Response

Our response on the section of the consultation relating to our guidance on the prevention of money laundering.

As well as the written responses, we have taken account of comments made during a series of stakeholder meetings and workshops held between October and December 2015. We have published our conclusions and the actions we have taken as a result in The prevention of crime associated with gambling: Amendments to licence conditions and codes of practice (LCCP) for all operators.

The changes focus on the outcomes we expect licensees to achieve, and allow licensees to determine the best approaches to meet our requirements, including the use of rapidly improving technological tools. All changes will come into effect in autumn 2016.

Next steps

We have published an extract of the new licence provisions for reference.

We have run two short supplementary consultations on:

We have published our updated guidance Prevention of money laundering and combating the financing of terrorism.

We have published a consolidated LCCP which came into effect on 31 October 2016, incorporating amendments from this and other consultations. Sector-specific extracts applicable to each type of licence are available.

A summary of the key changes which were incorporated in July 2016 is available.

We have also committed to reviewing our advice to all other operators on Duties and responsibilities under the Proceeds of Crime Act 2002 later this year.
