Review of the decision

If you are unhappy with the service you have received in relation to your Freedom of Information request you are entitled to an internal review of our decision. Internal Review Request

Thank you for your response to our FOI request under the Freedom of Information Act 2000 (FOIA).

It appears there may have been a misunderstanding regarding the scope of our request. We are requesting supplier-level data, specifically relating to payments made later than 30 days. While we acknowledge the availability of performance summaries on your website (such as in the Annual Report and Accounts 2023 to 2024), our request is for detailed invoice-level information, including:

This request is similar to a request we made in 2023, which was successfully fulfilled with the detailed invoice-level data we are seeking. We believe that the data we are asking for should be available in your records, as it falls under historical payment information that the Gambling Commission holds.

We would appreciate it if you could review the request in light of this clarification and provide the detailed data requested. If there are any concerns regarding the provision of this data, we are happy to engage under Section 16 of FOIA to find a practical solution.

Internal Review Response

I am writing to you further to your Freedom of Information request dated 20/06/2025 which we responded to on 18/07/2025, and your subsequent request for an internal review received on 21/07/2025.

We have now concluded our review and our findings are detailed below.

This internal review was conducted by someone who was not involved in the processing of your original request.

In your initial email you requested the following information in respect of suppliers which were not paid within 30 days for the period starting 1 April 2023 to the date of your request:

In our initial response, we advised that no information was held falling within the scope of your request.

In your request for an internal review, you have reiterated that you are seeking supplier-level data, specifically relating to payments made later than 30 days. You also refer to an identical request submitted in 2023, where the Commission provided the information requested.

Internal Review

Firstly, we wish to refer to the identical request that was submitted in 2023 where the information was provided. Specifically, this request was for information across 6 financial years (2017/18 to 2022/23 inclusive). At this time, there was data at supplier level relating to payments made later than 30 days which could be provided.

Your initial request refers to the financial years 2023/24 and 2024/25. After undertaking searches of Commission systems, it was confirmed that the Commission has achieved 100% payment of invoices within 30 days, during this time period. Please note, this is based on the date the invoice is received, through to date of payment. Therefore, no information is held falling within the scope of your request.

As detailed on our website, Annual report and accounts 2023 to 2024 - Performance analysis, the Commission strongly supports the policy to pay all suppliers promptly. The policy is to pay all invoices within 30 days of receipt unless a longer payment period has been agreed or the amount billed is in dispute. The Government target is 95 percent of invoices should be paid within 30 days.

After reviewing your request and our response, we uphold our original decision.
