Please provide the following information pertaining to the Gambling Commission's procurement of Data Science and Analytical Services that was awarded to PWC in Autumn 2024.

  1. How many expressions of interest and bids for the contract were received by the Gambling Commission?
  2. Detail of the role the Gambling Industry Forum played in the procurement process including correspondence between members of the Gambling Industry Forum and the Gambling Commission and notes of meetings that mention the procurement.
  3. Any Conflict of Interest policy included in the tender documentation. The Conflict of Interest policy that will govern the delivery of the services by PWC.

Response

Thank you for your request which has been processed under the Freedom of Information Act 2000 (FOIA).

In your email you have requested:

‘Please provide the following information pertaining to the Gambling Commission's procurement of Data Science and Analytical Services that was awarded to PWC in Autumn 2024.

  1. How many expressions of interest and bids for the contract were received by the Gambling Commission?
  2. Detail of the role the Gambling Industry Forum played in the procurement process including correspondence between members of the Gambling Industry Forum and the Gambling Commission and notes of meetings that mention the procurement.
  3. Any Conflict of Interest policy included in the tender documentation. The Conflict of Interest policy that will govern the delivery of the services by PWC.’

The Gambling Commission can confirm as follows:

  1. 5 tenders/bids were received by the Gambling Commission.
  2. Industry Forum were not involved in this procurement at any stage.
  3. The Gambling Commission did not supply a Conflict of Interest policy as part of the tender. Instead, PWC were asked an assessed question in relation to conflicts of interest which has since formed part of their contract.

Review of the decision

If you are unhappy with the service you have received in relation to your Freedom of Information request you are entitled to an internal review of our decision. Please note, internal review requests should be made within 40 working days of the initial response. Requests made outside this timeframe will not be processed.

If you are not content with the outcome of our review, you may then apply directly to the Information Commissioner (ICO) for a decision. Generally, the ICO cannot make a decision unless you have already exhausted the review procedure provided by the Gambling Commission. 

It should be noted that if you wish to raise a complaint with the ICO about the Commission’s handling of your request for information, then you are required to do so within six weeks of receiving your final response or last substantive contact with us.
