Thank you for your further request which has been processed under the Freedom of Information Act 2000 (FOIA).

In your email you have requested if the launch of licensee TDCO Limited's (trading as Tote) Pool Guarantee Scheme's represented a "material change" under LCCP 7.1.1 requiring customers to be notified.

The Gambling Commission can advise that operators are not required to notify the Gambling Commission of any changes to their terms and conditions under LCCP 7.1.1 (3). Customers will be notified of any changes depending on the context of the changes and whether they are materially impacted. The LCCP 7.1.1 (3) requirement reads as follows:

Licensees must ensure that changes to customer contract terms comply with the fairness and transparency requirements under the Consumer Rights Act 2015. Customers must be notified of material changes to terms before they come into effect.

As such, the Commission can confirm that no information is held within the scope of your request.

Review of the decision
