Any current or future plans of the following organisations regarding defragmentation of self-exclusion in the UK:

MOSES Ltd (Multi-Operator Self-Exclusion Scheme Limited)

SENSE (Self-Enrolment National Self-Exclusion Limited)

When responding, please answer the following questions for each provider:

Are they preparing to join Smart EXCLUSION?

Are they creating their own version of Smart EXCLUSION a system that communicates across multiple land-based gambling venues? For example, would a person who self-excludes have their data shared across multiple venues such as William Hill, Ladbrokes, and Coral?

Are they doing nothing (i.e., no plans regarding defragmentation)?

Are they pursuing a different plan? If so, please describe what these plans are and present them in the same structured manner as requested above.

Additionally, regarding online gambling:

Are there any plans involving defragmentation of online self-exclusion systems beyond GamProtect? Please provide details if so.

The Gambling Commission can confirm that we do not hold any information falling within the scope of your request as all of those organisations named are independent of the Gambling Commission.

Gambling operators are required to offer their own self-exclusion schemes (LCCP 3.5.1 and LCCP 3.5.3) and to participate in the multi-operator self-exclusion scheme for their sector (3.5.5 and 3.5.6). The requirements set out in 3.5.1 and 3.5.3 apply to self-exclusions from an operator's own scheme or multi-operator schemes.

Review of the decision

If you are unhappy with the service you have received in relation to your Freedom of Information request you are entitled to an internal review of our decision. Please note, internal review requests should be made within 40 working days of the initial response. Requests made outside this timeframe will not be processed.

If you are not content with the outcome of our review, you may then apply directly to the Information Commissioner (ICO) for a decision. Generally, the ICO cannot make a decision unless you have already exhausted the review procedure provided by the Gambling Commission. 

It should be noted that if you wish to raise a complaint with the ICO about the Commission’s handling of your request for information, then you are required to do so within six weeks of receiving your final response or last substantive contact with us.
