As a result of this consultation, the Gambling Commission published the Licence conditions and codes of practice - November 2006. This has now been replaced by Licence conditions and codes of practice - consolidated December 2011

This consultation set out our licence conditions and codes of practice - detailed proposals for regulating the commercial gambling industry. 

These new rules, together with premises licences that licensing authorities issue, formed the basis of the new regulatory system set up by the Gambling Act 2005.
