With the exception of tracks, can a premises licence be issued to an applicant who does not hold an operating licence?

No, if the applicant does not hold a valid operating licence authorising them to provide specific facilities for gambling then they can not be issued with a premises licence. The applicant may apply for both types of licence concurrently, but the premises licence may not be issued ahead of the operating licence being issued.
