The requirement for the primary gambling
activity, authorised by an operating licence, to be offered in all
associated licensed premises where gaming machines are made
available are set out in the
Licence
conditions and codes of practice - consolidated December 2011.

We recommend that authorities contact their compliance manager
and that they may also want to contact the applicant to discuss how
they intend to ensure the primary gambling activity is made
available.
